Is Odoo 11 still supported?
No. Standard support lasts three years per major version and includes helpdesk, bug fixing and security updates; Odoo 11's ended years ago. Odoo's support table shows every release older than Odoo 14 as unsupported on Odoo Online and Odoo.sh, with paid extended support on-premise only, and extended support does not include security updates. Running Odoo 11 in production means running unpatched software.
Do I have to upgrade through Odoo 11 because of the Python 2 to 3 change?
No, not for the database. Odoo's upgrade platform takes a dump from any version and converts it in one request onto a supported target, so you never run each release in turn. Your custom modules are a different matter: Python 2 code from Odoo 10 has to be rewritten anyway, and that rewrite should target the version you are actually going to, not Odoo 11.
Is Odoo Studio included in Community?
No. Studio is an Enterprise app — in Odoo 19 the web_studio module carries Odoo's Enterprise licence, as does Marketing Automation. On Community you customise by writing modules in Python, XML and JavaScript, or by adjusting views in developer mode. If a business chose Odoo 11 for Studio and no-code customisation, staying on Enterprise is the simplest path when it upgrades.
What breaks moving from Odoo 11 to a supported version?
Custom modules, reports and integrations. Odoo's scripts convert standard data, but the web client, the ORM and the reporting engine have all changed since 2017, invoicing moved onto the shared account.move model, and views written against old field names fail on load.
