Scope decides this one. Odoo HR fits a growing company that wants recruitment, time off, attendance and appraisals sitting next to its finance, project and payroll data; a dedicated SMB HR tool fits a team that wants HR on its own and nothing else; a full HCM suite is built for large, multi-country organisations.

Questions we get asked
Which Odoo HR apps are free and which need Enterprise?
Employees, Recruitment, Time Off and Attendances are LGPL apps in Odoo Community. Appraisals, Payroll, Planning, Sign, Documents and Employee Referral are Enterprise. So a Community deployment covers the employee record, hiring, leave and clock-in, while performance reviews, shift planning and running payroll inside Odoo need an Enterprise subscription.
Does Odoo run Indian payroll?
Yes, through the Payroll app with the Indian payroll localisation, which posts payslip entries into accounting. Both are Odoo Enterprise modules: Community has no payroll app at all. If payroll has to run inside Odoo you therefore need an Enterprise subscription or a third-party module, and you should check the localisation against your own salary structures before committing.
Can we start with just time off and attendance?
Yes, and it is the common way in. Install Employees plus Time Off and Attendances, define leave types and accrual rules, and let people clock in from a kiosk or their own screen. Adding Recruitment or the Enterprise HR apps later does not mean reconfiguring what already runs, because they extend the same employee records rather than replacing them.
What usually goes wrong when moving HR data into Odoo?
Leave balances. Employee records, contracts and departments import cleanly from a spreadsheet, but accrued leave carried over from another system has to be entered as opening allocations per employee and per leave type, and any mismatch shows up the first time somebody books a day. Agree a cut-over date, freeze approvals for a day, and import balances as of that date.
